本書就中國文化背景，詳述中國之能從走向滅亡的死巷子尋出走出的新方向的歷史背景及因素。
在言論自由的兩個極端之間，從腹誹到允許任何言論的美國憲法第一條修正案之間，有很大的幅度，可以讓每個文化選擇把言論自由放在哪裡。這種看法，可以推廣到其他的「人權」上，如參政權、宗教自由、宗教組織自由等等。從某種意義來說，將這些「人權」再次定出規範也是重整世界制度及秩序的一部分工作。現在的世界局面已經和上兩個世紀的不同，而在未來將會更為不同。西方也許不是真正的在衰落中，可是其他文化已經興起，從相對角度來看，這些其他文化的興起，使得西方文化的習俗不再像以前那麼有威力，影響力也沒有那麼大，甚至沒有那麼切題。總結就是西方文化看起來在衰落中。除非西方能對自己的自大懸崖勒馬，若是繼續目空一切，自以為是的心態（以往由於他們的優勢，可以不受牽制），則與其他文化在未來的衝突只會有增無減。現在美國及其他西方國家在大力推行對種族、宗教等不同文化的容忍。我的意見是，我們應當把這類的容忍擴大到能容忍其他文化做事的方式。只有了解其他文化，才能培養出這種容忍。
