在言论自由的两个极端之间，从腹诽到允许任何言论的美国宪法第一条修正案之间，有很大的幅度，可以让每个文化选择把言论自由放在哪里。这种看法，可以推广到其他的「人权」上，如参政权、宗教自由、宗教组织自由等等。从某种意义来说，将这些「人权」再次定出规范也是重整世界制度及秩序的一部分工作。现在的世界局面已经和上两个世纪的不同，而在未来将会更为不同。西方也许不是真正的在衰落中，可是其他文化已经兴起，从相对角度来看，这些其他文化的兴起，使得西方文化的习俗不再像以前那么有威力，影响力也没有那么大，甚至没有那么切题。总结就是西方文化看起来在衰落中。除非西方能对自己的自大悬崖勒马，若是继续目空一切，自以为是的心态（以往由于他们的优势，可以不受牵制），则与其他文化在未来的冲突只会有增无减。现在美国及其他西方国家在大力推行对种族、宗教等不同文化的容忍。我的意见是，我们应当把这类的容忍扩大到能容忍其他文化做事的方式。只有了解其他文化，才能培养出这种容忍。
