Civil and military are interdependent on each other to run the state both are the wheels of the same cart. As peter Fever says that both should work in a smooth way and support each other. He further added that military should be empowered to protect the country from every kind of internal and external threats. While on the other hand it (Military) should not disturb the political system of the country. Unfortunately the history of civil military relation in Pakistan has remained in ambiguity since very inception. Sometime politicians wanted to counter the military powers and on the other hand military and bureaucracy also responded the same to counter the politicians. It created the trust deficit in the country.
