Faced with the problem of recurrent flooding in the district of Abidjan, particularly in the Gourou watershed, following heavy rains, we have tried to contribute to the solutions that have so far remained ineffective. This has led us to investigate the determining factors in these recurrent floods, with a view to proposing a strategic solution. The aim of our work is to study the determining factors in the occurrence of recurrent floods and the vulnerability of the issues at stake with a view to efficient strategic management. This has enabled us to describe the effects of climatic variability and to analyze the impact of the quality of drainage and sanitation works on the recurrence and severity of floods. To achieve this, we used a mixed methodology consisting of qualitative, evaluative and quantitative research. The results obtained from hypothesis testing show that climatic variability explains the recurrence of floods, while entropic factors and the quality of drainage and sewerage works justify the recurrence of floods.
