In the 80s of the twentieth century, the reform of Soviet general and vocational schools in the USSR, including Kazakhstan, began. The process of realisation of the special role of education, knowledge and competence of people was intensified. School, as the basis of education and culture, began to gain more and more importance in society. However, in conditions of social, political and economic instability, it was not an upward movement. On the contrary, the constantly changing situation in the country and the transformation of the union republics into sovereign states reflected in its diversity on the state of the whole general education school.
