Band des Werkes veranschaulicht und interpretiert mit Beispielen aus über drei ig Territorien eines in der zentralen Gesetzgebung sehr aktiven Reichskreises typische und bisweilen auch untypische Kennzeichen frühmoderner Ordnungspolitik. Diese wird für eine Zeit untersucht, der als Sattelzeit der Moderne eine kaum zu überschätzende Weichenstellung zufiel, nach der sich Rechte und Pflichten, öffentliche und kirchliche Ordnung, sozialer Friede, Ehre, Glückseligkeit und Wohlstand zum Teil bis heute ableiten. Im Heiligen Römischen Reich Deutscher Nation und in den ihm zugeordneten zehn Reichskreisen - dabei bestimmen der Schwäbische Reichskreis in Band I, der Fränkische Reichskreis in Band II sowie Bayern und Pfalz in band III die regionalen Schwerpunkte - setzten sowohl die Kaiser selbst als auch die legislativen Reichsorgane, allen voran die Reichstrage, auf eine bereits im 16. Jahrhundert weitgehend ausgereifte neue Form zur Vermittlung allgemeiner Normen und Wertma stäbe. Die zentralen Fragen lauten freilich, wie und seit wann sie umschrieben werden können und ob sie sich regional unterschiedlich entwickelten und verbreiteten. Ihre Herkunft ist nur unpräzise datierbar. In Anlehnung an die Reichsreformdiskussion des 15. Jahrhunderts, an Postulate aus der Reformationszeit und der Zeit der Bauernkriege sowie an ältere, durchaus schon breiter angelegte Gesetze des Mittelalters- Dorf- und Stadtordnungen, Bistümer, Gerichtsstatuten - formierte sich ein Regelwerk, das als frühmoderne Policey eine neue Gesetzesdimension schuf. Der II. Band eröffnet erstmals für Franken mit edierten Quellen einen systematischen Blick, wie die Reichsgesetzgebung auf die Statuten territorialer und städtischer Policey wirkte. Spannend wird zudem der grenzüberschreitende Vergleich normativer Herrschaftsinstrumente entwickelt, der Aussagen zu dem noch wenig erforschten Kommunikationssystem von Kanzlei zu Kanzlei zulässt. Regionale und überregionale Merkmale werden unter Einschluss zahlreicher Reichs- und Landstände wie dem Reichskreis selbst, den beiden Markgraftümern der Hohenzollern, Sachsen-Coburg, den Reichsstädten Nürnberg, Rothenburg, Schweinfurt und Dinkelsbühl, den Fürstbistümern Bamberg, Würzburg und Eichstätt, dem Domkapitel Würzburg, den Klöstern Münsterschwarzach, und St. Clara (Bamberg) oder einer Schar kleinerer Adelsherrschaften (Egloffstein, Ostheim, Schönborn, Thüringen, Zobel) vor dem Hintergrund europäischer Kulturgeschichte herausgearbeitet. Die Transparenz des frühmodernen Normen- und Ordnungsgefüges kann so an unterschiedlichen Typen der Territorialität - gro und klein, weltlich und geistlich, städtisch und ländlich - überprüft werden. Der Vergleich legt schlie lich supraterritoriale Tendenzen offen, die einen Wissenstransfer über die engen Grenzen im Fränkischen Reichskreis von Land zu Land voraussetzen.
