Crime in the city of Mayland had taken a turn for the worse, just like so many other cities being crippled by the lawlessness and the violence being committed by the criminals within it. The change in presidential administrations had emboldened the criminal underworld to operate more freely and carelessly amongst the general population, creating chaos and turmoil amongst the citizens. Women and children were increasingly being victimized in a way that even numbers and statistics couldn't explain.
Milan Whitman was one of hundreds of bus operators that served the city of Mayland during this spree of crimes that was polluting the city and complicating the lives of all who lived within its limits. Operators increasingly had more issues daily with people just being strung out, on edge and/or disorderly. This rang true for passengers and the people they encountered while driving. Crimes weren't just happening around the buses; they were happening on the buses, during business hours, in broad daylight.
The uptick in crime had forced police departments to try different techniques aimed at preventing crimes and solving them, which meant partnering with organizations and businesses that they wouldn't normally work with. The buses and the places that they frequented were constant hubs for people, which meant that they were like moving data centers. Police believed they could harvest credible information from buses and so began a partnership with the MMTA unlike any partnership before.
