This book introduces the Lifelines Stabilization Model as a way to structure Emergency Operations Center coordination around current conditions, emerging risks, and the resources required to support informed decision making. It draws from FEMA's Incident Support Model and Community Lifelines, while being shaped by real incidents, training environments, and after-action learning rather than theory alone.
Instead of focusing on field operations or tactics, this book examines how the Emergency Operations Center functions as a coordinating system. It looks at how information is gathered and assessed, how priorities are established, how decisions are supported, and how resources are coordinated in support of community needs. The model is designed to scale, whether the Emergency Operations Center is supporting a short-duration incident or a prolonged response and recovery.
Written for current and aspiring Emergency Managers, planners, and Emergency Operations Center coordination staff, this book addresses common challenges related to role definition, information flow, prioritization, and leadership expectations. It is also intended for executives, elected officials, partner agencies, and others who want a clearer understanding of how the Emergency Operations Center supports decision making during complex incidents.
This is not a replacement for existing doctrine. It is a refinement based on experience, intended to help jurisdictions explain, organize, and execute Emergency Operations Center activities more deliberately and consistently.
