Pursuant to a congressional request, GAO determined the extent of foreign participation in mining and mineral leasing on federal lands. The remainder of the request which asked for information on federal agency control over relevant data and the use of that data could not be provided because that data either does not exist or is not available.
GAO studied foreign activity in three states and found that about eleven percent of the mineral leases and about nine percent of the mining claims have some foreign participation. GAO estimated that the greatest extent of foreign activity in both areas was from Canada, which accounted for about one-half of the foreign activity in the lands that were studied. The remaining participation came from eight other foreign countries.
