Seven low level ex criminals have been murdered by a sniper, shooting them from a distance. He strikes every week. The special task force, overseen by Neptune's brother-in-law, Superintendent John Griffith and run by their friend Chief Inspector Danial Dowling is at their wits end. The Commissioner, Alistair Pickering decides to enlist the aid of Neptune King and Shark Johnson, in the hope that they can come up with a new angle on the case.

Neptune is delighted. He had been hoping to work on this case. No one had hired them for it as most of the victims were unloved by their relatives and most people in general. The killer had a vigilante complex. Most of his victims were deserving.

Neptune comes up with several ideas on how to go about catching the man. One almost pays off but is fouled up by a junior constable. They realize that most of the victims had one thing in common. They were all heavy drinkers and were attending AA meetings. They decide to concentrate on this angle and see where it leads them, little realizing at the time that they had overlooked the most obvious suspect. As always, with the help of John and Daniel, they get there in the end, but not before two policemen lose their lives to the killer.
