Congress enacted the ElectronicGovernment (E-Gov) Act in 2002 topromote better use of the Internet andother information technologies (IT), thereby improving governmentservices for citizens, internalgovernment operations, andopportunities for citizen participation ingovernment. Among other things, theact established the E-Gov Fund tosupport projects that expand thegovernment's ability to carry out itsactivities electronically. The act alsocreated the Office of ElectronicGovernment within the Office ofManagement and Budget (OMB). TheAdministrator of this office is to assistthe OMB Director in approving projectsto be supported by the E-Gov Fund.The General Services Administration(GSA) is responsible for administeringthe fund and notifying Congress of howthe funds are to be allocated toprojects approved by OMB. GAO wasasked to (1) identify and describe theprojects supported by the E-Gov Fund, including the distribution of fiscal year2010 funds among the projects andtheir expected benefits; and (2) forselected projects, identify theirprogress against goals.
