Din această perspectivă, se poate spune că, această a treia carte a lui Iosif Roca, 316 Destine - Sacrificiu, curaj, demnitate, este una de spirit, în măsura în care autorul se angajează cu trup şi suflet la reabilitarea prin reconstituire şi introducere în scenă a unor evenimente cu încărcătură istorică şi socială care au influenţat, în evoluţia lor, destinele românilor în perioada de tranziţie de după 1989, referindu-se, în special, la postura ingrată a miliţienilor/ poliţiştilor, restrângând eşichierul la Promoţia 1981 - 316 absolvenţi ai Şcolii militare de ofiţeri activi a Ministerului de Interne - arma miliţie.

Cu trup - în sensul că a participat, participă şi, după cum afirmă, va participa la întâmplările care fac motivaţia acestei cărţi şi cu suflet - pentru că nu face acest lucru tehnic şi detaşat, ci se implică până la identificare cu personajele şi evenimentele aduse în faţa cititorului.

Deşi pare a se adresa unui cerc restrâns de persoane - colegi, prieteni, cunoştinţe - cartea de faţă aduce un dram de clarificare/ lumină privind postura atât de controversată a miliţiei/ poliţiei române în acea perioadă şi poate suscita şi resuscita un interes mai lărgit, din perspectiva problematicilor specifice în practicarea profesiei de ofiţer de miliţie/ poliţie într-o perioadă când angajaţii Ministerului de Interne au trebuit să înfrunte situaţii dificile, complicate şi, uneori, extrem de periculoase.
