In this regard, the present work completely breaks with the norm and offers the reader the opportunity to understand the debates and intentions of public policy makers at the time of their formulation, which constitutes a unique historical record for those who wish to research the views and intentions of the period of formulation of the Industrial, Technological, and Foreign Trade Policy that was in force in Brazil between 2004 and 2008. This was possible because the author brought to his academic discussion the debates and analyses in which he was involved in the formulation of industrial and technological policy instruments for the semiconductor sector, allowing us to compare the content of these behind-the-scenes discussions with what was actually implemented at the time and, on this enriched basis, to gain a more complete view of the subject.
