劉永康，1945年生，四川資中人。四川師範大學文學院原黨委書記、教授、四川省學術技術帶頭人，教育部特聘全國教師教育課程資源專家委員會委員、教育部首批國培計畫專家庫成員，全國首個語文學科教學論國家級精品課程負責人、原全國語文學習科學專業委員會學術委員會主任。全國語文名師工作室聯盟顧問兼學術指導、連續6年擔任四川省高考語文命題組長，主持的國家級精品課程語文課程與教學論在教育部愛課程網上線，成果被教育部納入第四屆中國教育創新成果在公益博覽會（珠海）展出。在人民出版社、高等教育出版社等出版著作30餘種，在《課程-教材-教法》等學術刊物發表文章200餘篇，發表詩詞曲賦數十篇。承擔國家級教改及科研課題10餘項，獲國家級、省部級教學及科研獎勵10餘項。獲全國語文學習科學建設終身成就獎。應邀在全國各地作學術報告800餘場，上語文示範課100餘節，教學實錄為多家雜誌刊載，深受好評。中央電視臺，人民教育雜誌、中國教育報等媒體多次宣傳報導。
