Este libro recoge las exposiciones y escritos que fueron presentados en el Coloquio Iberoamericano N 200 sobre Defensa de la democracia en América Latina celebrado en el Instituto Max Planck de Derecho Público Comparado y Derecho Internacional en Heidelberg, Alemania, el 11 de septiembre de 2019, el cual se realizó en homenaje al profesor Dieter Nohlen con motivo de su 80 aniversario, y además, para reconocer su destacada y muy apreciada obra académica, que tanta repercusión ha tenido en las últimas décadas, tanto en Alemania como en la América Latina.
El debate sobre la democracia en América Latina en las diversas exposiciones que se hicieron durante el Coloquio, como era obvio en estos tiempos en los cuales vivimos, condujo a que todos los expositores, en una u otra forma, directa o indirectamente, tocaran el tema del populismo, que como estrategia política ha venido erosionando en los últimos lustros a las democracias americanas..
Las Ponencias presentadas, que integran el libro fueron: Primero, la del propio Dieter Nohlen, sobre Elecciones y democracia en América Latina. El desafío autoritario-populista, en la cual hizo hincapié precisamente en los desafíos que las tendencias populistas de los últimos años han significado para la democracia en la región. Segundo, la Ponencia de Allan R. Brewer-Carías, sobre La democracia y su desmantelamiento usando la Justicia Constitucional en Venezuela: Peligros del autoritarismo, Tercero, la Ponencia de José Reynoso Núñez sobre El nuevo régimen político en México. Camino hacia un autoritarismo plebiscitario? Insumos para una comparación regional. Cuarto, la Ponencia de Richard Ortíz, sobre Elecciones y democracia en Ecuador: la receta autoritaria de la Revolución Ciudadana. Quinto, la Ponencia de Mariela Morales Antoniazzi y Jesús María Casal sobre Democracia y derechos humanos en Venezuela: desconstitucionalización y desinteramericanización, destinado también a examinar el proceso de desmantelamiento de la institucionalidad democrática en Venezuela. Y finalmente, la Ponencia de Armin von Bogdandy sobre Principios de una doctrina de deficiencias sistémicas - Cómo proteger los frenos y contrapesos en los estados miembros de la Unión Europea?, en la cual estudia las reacciones europeas ante la desintegración de los frenos y contrapesos en los Estados como el caso paradigmático de un problema europeo más amplio: las deficiencias sistémicas.
