They exploit data collected on these crimes to win elections and create jobs for lawyers, judges, police officers, bail bondsmen, and clerks. From his experiences with law enforcement regarding misdemeanor cases, he observes that most people in jail are there due to repeated misdemeanors, such as moving violations, expired stickers, driving without a license, or lacking insurance. Driving While Intoxicated (DWI) is considered the worst offense.
