When the Titanic sank in April 1912 and news of the great loss of life became known and how few lifeboats were available, the public demanded changes to the regulations to ensure such an event could never happen again.
Months following the disaster, heated argument arose between those in the shipping industry who resisted altering the existing legislation and those officials, whose responsibility to the public was for meaningful policy which governed the safety of lives at sea and how this could be achieved, was still taking place.

Politicians would debate long into the night and shipowners would try to delay alterations to the existing practices which might result in increased costs and infringe on their profits.
The travelling public and those who made their living from the sea expected rules which would help protect them from the risks of ocean voyages and adequate means of escaping the vessel should the need arise. Conversely, if the shipping lines won the day, the public might have to settle for something much less.
It would take men with vision and determination to drive through those changes to the regulations that would eventually come to affect all seafaring nations, seamen and their human cargoes to the present day.
