This book has the purpose of drawing the daily life of a city in the interior, the public administration impregnated by addictions, the difficulty in increasing the collection and the slow in promoting development.In this sense, given the scarcity of resources, it is feasible to create a new organizational structure to leverage the generation of foreign exchange and free the municipality from the saga of depending substantially on transfers from the State and the Union.To generate jobs and income, the good news is to encourage entrepreneurship with the participation of small businessmen and rural producers, with the aim of creating opportunities, turning the currency around and heating up the market.Referring to local politics, a remarkable fact and the subject of intense discussion, it is the dominant coronelismo in some municipalities, a power structure emblematically incarnated by the great rural landowners and businessmen, with authority, prestige and social honor, used to manipulate the community place.We cannot rule out the nefarious influence of these leaders in the election and the existence of different types of candidates: honest, dishonest, prepared and unprepared; various types of voters: aware of civic duty, not aware of civic duty, passionate, indifferent and victorious; various types of votes: for competence, for sale, for friendship, indifferent and last minute.The purpose is also to expose the topic of election of councilors and mayors. It is necessary to expose the wound and point out in a strong way that the process is distorted. Corruption at the highest level of the federal government is only a reflection of what happens in the municipalities, because all politicians are the fruits of the same social fabric.In another direction, the empowerment and broadening of the reach of social policies depend on the intersectorality and transversality of public policies. Sectoralized and tight fragmentation, without interaction with the various actors who must be involved in solving problems, including society, is inefficient.The result of the municipality's poor management culminates in the low Human Development Index (HDI), a comparative measure used by the United Nations to classify regions by the degree of human development.The text reveals a local configuration designed just as it is, without cuts or sophisms, but perfectly adaptable to different cities, with due care particularities of each. Its reading suggests a deep consideration on the topics covered.Many municipalities persist in betting on traditional administration, with no management alternatives. It is good to expand the concepts for modern and strategic administration, with a broader structure, aimed at growth, humanization, training, incentives, motivation, innovation and popular participation.Without the proper preparation and without the use of the correct management tools, the result is the inefficiency of the administration or efforts with ineffective and low impact measures, without rational intervention at the heart of the issues, with inconsistent responses in the face of popular demands and municipal challenges. .
