Dit is zeker een deel van het probleem, maar de echte promotors van deze vervloekte handel bevinden zich in de wandelgangen van de 'elite' van deze wereld, de 'koninklijke' families, de 'adellijke' families van Europa en de 'beste' families van Amerika, Groot-Brittannië en Canada. De handel bereikt de hoogste echelons van de macht en is niet uitgeroeid, alleen enigszins ingeperkt. Het US Drug Enforcement Agency (USDA) en drughandhavingsinstanties over de hele wereld proberen een bosbrand te bestrijden met slangen zonder voldoende waterdruk. Hoe is dit mogelijk?
Het antwoord is dat de drugshandel niet uitgeroeid kan worden omdat de bestuurders ervan, de heersers van de duisternis, de schurken op hoge plaatsen, niet zullen toestaan dat 's werelds meest lucratieve handel, met kolossale winsten die een minimale investering vereisen, een vrijwel gratis product met lage productiekosten, hen wordt afgenomen.
