This study aims to highlight the practice of monitoring and evaluation within the National Project to Support the Development of Cereal and Legume Crops (PNADCC-LG) in order to propose perspectives and recommendations for improving the performance of this M&E system. To this end, the performance of the project's M&E system was assessed using two variables: the level of control over design factors related to monitoring and evaluation, and the consideration of project-related aspects of implementation. We used a quantitative approach for sampling and a qualitative approach for data collection and analysis. The results of the survey conducted on a sample of thirty-six (36) people from a sample frame of forty (40) people allowed us to confirm two hypotheses. After analysing the data, it appears that the main factors explaining the shortcomings of the project's M&E component include the low level of technical expertise and ownership of M&E tools among stakeholders, the lack of motivation among staff and the insufficient budget allocated to M&E.
