Este libro del profesor Allan R. Brewer-Carías, sobre La militarización de la política, Un mal que nos acecha desde la Independencia, es un compendio de vario de sus estudios en los cuales hace una reflexión sobre el proceso político venezolano desde la Independencia hasta nuestros días. Para ello, ha partido del estudio de la Independencia como proceso político desarrollado entre 1810 y 1812 enteramente como obra de civiles, quienes diseñaron la constitución de lo que fue el primer Estado republicano en la historia de Sur América.
A partir de 1813, luego de la invasión de los ejércitos españoles a Venezuela y el desarrollo de las guerras de liberación comandadas por Simón Bolívar, aquellos proceres civiles fueron suplantados por próceres militares, habiendo ello dado origen al militarismo republicano que caracterizó el proceso político durante todo el siglo XIX y la primera mitad del siglo XX, con gobiernos todos comandados por militares. Esa militarización de la política solo pudo ser revertida a partir de 1958 cuando en virtud del Pacto de Punto Fijo de ese año, los partidos políticos lograron establecer las bases para la constitucionalización de un gobierno civil y democrático, con los militares en sus cuarteles, lo que caracterizó todo el período democrático entre 1958 y 1999, con civiles alternándose en el gobierno. Y todo ello cambió radicalmente a partir de 1999 con la vuelta de la militarización de la política, en un proceso que se ha desarrollado durante los últimos veinte años, caracterizado, por una parte, por la destrucción sistemática y masiva de las instituciones y valores democráticos, y por la otra, por la utilización abierta del discurso político por parte de oficiales militares, como clara expresión de militancia política a favor de la revolución y al servicio de la parcialidad política de quienes gobiernan; todo en violación de la Constitución de 1999 que incluso tiene un marcado contenido militarista.
