A corporation is a unitas multiplex. It takes birth to meet the needs of the society. Staring from this fundamental objective it grows into a respectable and profound organisation by gradually enriching itself with new aims to better use the resources acquired and successfully satisfying the customers. In the process it becomes a partner of the suppliers and distributors of its products. With this experience it grows as a champion of producers and expert in management of a big organisation. In steps, it identifies talents and contributors and finally it emerges as a developer of talents, innovators and creators.
By looking at the above image of a rosy garden one jumps into the ring only to find a ring of fire. It makes a struggle for its life. Finding the challenge more arduous than it originally thought to be, it negotiates with a saviour and then it starts a new journey of dependence and helplessness. This is the story of how some Functionaries like the Finance Manager earn their importance in some organisation. A excellent organisation is one that utilises talents available in each functionary ranging from marketing to manufacturing, to managing of finance, to managing of human resources.
A traditional monarchical system, a long history of exploitation by foreigners, nation's primary dependence on agriculture are the basic reason for late rising of India as an Industrial country. There remained concentration of economic power in the hands of a few because these and other related causes. Because of the lop-sided importance given by the rulers, the modern country inherits regional imbalance as a factor. There is lack of political will for industrialisation of every region. In absence of proper experience many industries fall sick from time to time. Historically government happens to be India's primary owners of industries. The governments are utter failures in most regions since neither their objectives nor expertise meet with the industrial criteria. In a hurried effort to float above water many Indian companies suffer from improper management of labor relations, not to speak of human resources management. There is lack of effort to develop industrial talents. Resources are not provided for industrial research, innovations and use of creativity. Education policy does not support talent development. Low industrial performance has been our national character.
It is the tragedy of India that we suffer from scarcity among plenty of talented people. It is a vast country with a very rich past. Talents of genius mind is spread in all villages and cities. But everywhere there is suppression of these human resources. Families struggle for survival; villages struggle to voice their causes; cities struggle for honest administration. .As a result nobody has time and patience to look at our talents and sharpen them. They all perish in the bud. Politicians, with their limited ambitions, encroach into management of industries there by destroying them from the roots. Negligence of human resources development has been a universal problem. Human talents require different approach for development as compared to money and material. Due to lake of adequate study and research many organisations find it difficult to appreciate its importance. As and when question of development of these resources arise fake practitioners take the canter stage to sabotage any good effort.
Non-development of human resources is a national crises because of non-performance managers. They have been neglecting Human Resources Accounting. The book tries to discuss the details of HRA and there by fills up the historical vacuum. The book has ten chapters of which chapters four to nine have some identified factors on which employees, primarily managers are to be assessed .
