Biodiversity in Senegal benefits from a fairly extensive legal and institutional framework, in terms of both conventions and legislation. An examination of the legal and institutional framework in the Gandoule Marine Protected Area (MPA) reveals the following: the various directly applicable legal texts (Declarations of Principle, International Conventions on Biodiversity and on Combating Desertification, Water Code, Environment Code, Forestry Code and Hunting and Wildlife Protection Code, Maritime and Continental Fishing Codes, as well as the numerous implementing decrees and orders, land tenure texts, texts on decentralization) and which are implemented for good biodiversity management. Although they cover many areas of biodiversity regulation, their current content and structure no longer take sufficient account (for the most part at any rate) of biodiversity management. Hence the need to analyze the legal and institutional framework in force in the Gandoule MPA.
