For the reasons given in the following examination changes in China were strongly influenced by foreigners, and not always for the benefit of the Chinese people taken as a whole. Certainly in 1850 China was in a widely noticed state of decline, and therefore susceptible to changes shaped by foreign powers including the main European powers, Japan and the United States.
